Experts Favor New Federal AI Governance Agency, Survey Reveals

According to a survey done by Axios, Generation Lab, and Syracuse University, a majority of experts say the United States should establish a new federal agency dedicated to artificial intelligence (AI) governance.

The survey interviewed 213 computer science academics from 65 of the country’s most respected universities on AI-related topics.

When asked, “What is the best entity to regulate AI?” according to the data. The majority of responders (37%) indicated a “new ‘Department of AI’ government agency” or a “global organization or treaty” (22%).

Only 16% said “Congress,” which was only 2% more than the amount who said, “irrelevant: AI cannot be regulated.” The remaining 10% divided their votes between the White House (4%), the private sector (3%), and “none: AI should not be regulated” (3%).

The study also included questions regarding how the AI sector will impact jobs in the future. The majority of respondents said they would recommend a young person pursue a job in AI, engineering, or data science.

When asked which fields young people should avoid, 31% of academics polled indicated they would advise against pursuing a career in media, and 19% said the same about the arts. “None of the above” was the most popular option, accounting for 42% of all responses.

When asked if they believe there is a “threshold in the evolution of AI after which humans cannot regain control,” respondents said “no, probably not” (41%), “yes, possibly” (35%), “no, certainly not” (19%), and “yes, definitely (6%).

The specialists’ overall sentiment appeared to be at odds with that of the general public and business executives. Whereas the latter tends to poll bombastically about the potential for AI technology to rapidly change the economic and employment landscape in the near future, 73% of professors said AI will be capable of performing less than 20% of tasks that humans do today at or above the human level.
